New Service

Deposit
A deposit is required on all accounts except when the customer is the home and property owner. Customer’s deposit shall be applied to the bill after service has been terminated. Any deposit refund due will be mailed to customer during the next billing cycle following disconnection of the services.
Multiple Services
Each individual customer is required to have a metered service. Where multi-use of one metered service is allowed, a charge for each user will be billed against the property owner or their authorized agent. It is at the discretion of the TWS as to whether the multi-use of one service will be allowed.
New Service Construction
- A Tap application MUST be made for ALL new water and/or sewer services.
- The application request will be evaluated by service personnel and a recommendation and cost proposal will be made to customer.
- Tap fees have been set by the TWS for connections made under
- normal circumstances. Other costs may also apply. Payment for all applicable fees, as well as executed work orders and/or users agreement, and proper inspection by TWS personnel MUST be made before services are connected.
- Fees for larger taps, are based on materials plus labor and equipment.A complete listing of tap fees, etc. is available by contacting the Service Center.
Disconnection
Turn Off
A work order must be signed by the customer requesting disconnection of service. A forwarding address for final billing and/or refund of deposit must be provided. Customers are ALWAYS responsible for the billing until proper disconnection has been made. Turn Off will not be accepted by phone unless approved by Manager.
Talladega Water & Sewer is authorized to establish the delinquent date and last day of service as shown on the mailed water bill, provided neither date shall be on a holiday, weekend or other time when the business office is not open to the public for the purpose of making collections and reconnecting service.

Disconnection of Services
Other than services turned off at the request of customer, water/sewer services may be disconnected by the TWS for any of the following reasons:
- If the delinquent bill has not been paid.
- Failure to complete the deposit or other arrangements to secure payment of bills.
- Failure to clear up a returned check or bank draft in a timely manner. See the Rates and Billing section.
- Tampering with TWS meters or other equipment or unauthorized use of water/sewer services. This violation is subject to additional charges and could be considered a criminal act and may be processed accordingly.
- Where a known dangerous condition exists.
- Violation of other TWS rules and regulations.
The TWS employee performing the disconnection of services shall make reasonable attempts to advise the customer/occupant.
The employee who is disconnecting service is not authorized to accept any payment in lieu of disconnecting the service.
Reconnection
Reconnect
If any customer’s service has been disconnected for any reason shown on the Disconnection of Service section, Talladega Water & Sewer must have on hand a security deposit in the full amount required for new service before the service is restored.
TWS will charge an additional fee for reconnecting the service
if account was disconnected for any reason other than request
of customer.
The entire amount of bill due should be paid in advance, as
well as the deposit and appropriate reconnection fees before service is reconnected.

Billing Information
- Bills are mailed on the first of the month for Cycle One and the fifteenth of the month for Cycle Two. It is the customer’s responsibility to contact our office should you not receive your bill within 5 days of the mailings.
- Net bills are due and payable on or before the due date.
- Please return the correct portion of your bill when making payment so that your account may be property credited.
- Automatic bank draft is available to qualified customers. Please inquire at the main office.
Returned Checks
A check or automatic bank draft that has been returned to TWS by the bank is due and payable immediately in CASH ONLY, plus an additional check service charge.
Disputed Bills
If a customer disputes a bill for any reason, they shall discuss the bill with the office staff. If the office staff and
customer are unable to agree on the bill, the customer may discuss the matter with the Supervisor of Customer Services, or the Manager.
If the dispute involving the bill is not resolved at this point, the customer may present his dispute to the Board itself at its next regular board meeting. If a customer is pursuing this process, service may not be disconnected until the process has been exhausted. The customer must act promptly in pursuing this procedure.
Miscellaneous
- TWS bills monthly for water service (plus utility tax), as well as for sewer services where available, and for fire line charges where available. The minimum charge for water/sewer is based on 3,000 gallons. All in excess of this will be charged according to the current applicable rate schedule(s).
- The TWS also bills for the City of Talladega for weekly curb-side garbage pick-up and monthly trash service for all residential customers within the City Limits. Garbage calls should be directed to 256-362-4439.
- All water meters are controlled by a cut-off valve located within the meter box. This valve is the property of TWS and a fee will be charged if this valve is broken, or request made for its replacement. The customer is required to install a separate cut-off valve in a location outside the meter box for their own use. Pressure regulator on customers private service line is suggested but not required.
- Any type of sprinkler system or fire protection system shall also require an approved backflow prevention device on customers line prior to connection of TWS services.
- A credit on excess sewer charges may be available for the filling of swimming pools, new lawn work, etc. Please call the main office for more information.
- Credits for leaks are at the discretion of Talladega Water & Sewer. Customer must provide documentation of repairs, as well as proof of private cut-off and other information as may be required.
- Customer may also be subject to additional fees as may be established by Talladega Water & Sewer.

Water Problems:
Water Emergency?
Talladega Water & Sewer will respond as quickly as possible to aid our customers when a water emergency occurs. The customer or homeowner should know where the cut-off valve is located, and inform family members as to its location and how to operate the valve.
A quick shut-off is necessary when making repairs, if a supply line to fixture breaks, a washing machine supply hose ruptures, or if a pipe breaks in the buildings plumbing system. This inexpensive valve, when installed properly, may save the customer a costly repair bill to their home.
Most homes built within the last 15 or 20 years, may already have cut-off valves located on the water service line coming from the meter to the house or building. The Southern Building Code requires the valve be installed on all new homes. The valve should be installed in a valve box (underground installation) with a lid for easy access. Some are located in basements where the line from the meter penetrates the foundation wall. Make sure the cut-off valve is visible, unobstructed, and in good working order.

licensed plumber for assistance.
NOTE: The curb stop located at the meter should NOT be used as a replacement for this valve. Only Talladega Water & Sewer employees are allowed access to the meter box and operate the valve near the meter.
